Malta immigration divides into two stories, and most readers arrive holding the wrong one. The first is the route that closed: Malta sold EU citizenship to investors until the Court of Justice of the European Union ruled the practice unlawful in April 2025, and Parliament repealed the programme that July. There is no longer a price at which a Maltese passport can be bought.
The route that is still open is considerably less glamorous. Permanent residence under the Malta Permanent Residence Programme is granted against a property commitment, a government contribution and an administration fee, and it is residence, not citizenship. Founders and remote workers have separate permits of their own.
Our Malta immigration coverage sets out what each open route costs once every fee is counted, what a Maltese residence card does and does not give you, and how Malta compares with the other investor routes into Europe and the citizenship programmes still running elsewhere.
