A Provisional Residence Permit is required for an international student who wishes to study here for a period of three months. This is also called the MVV Visa and it's only an entry visa after which the foreign students have to register with the government of Netherlands to get a D-Visa for their stay in the Netherlands. A foreign student must submit the duly filled and signed application for MVV visa along with all the necessary supporting documents to get the visa.
If you wish to travel to the Netherlands as a tourist, you must apply for a Schengen Visa that is valid for a period of 90 days.
